Following the death of Louis XIV, King of France, the first Jacobite rebellion amongst the growing unrest in Europe and ongoing conflicts with both France and Spain, the Royal Reconnaissance Service was created by Royal Decree by King Goerge I on September 15th 1715. The RRS' purpose was to help safeguard the interests of the newly united Kingdom of Great Britian, a role it excelled at helping to foil French and Spainish attempts to restart the Jacobite rebellion in 1719 and 1744 along with the Irish Rebellion of 1798. RRS agents also served in the various conflicts that Britian fought during much of the 1700s including the American War of Independance.
It was during the Napoleonic Wars that the RRS' role changed to investigate occult threats to the British Isle, a role it continued until its merger with Torchwood in 1940. It protected the British Empire worldwide from occult threats aimed at the Empire's destruction, it reached its heydays in the late 19th Century despite the founding of Torchwood in 1880 by Queen Victoria. Fierce rivalry arose between the two during the closing years of the 1800s, though they still had cearly defined roles in the sense that the RRS continued to fight occult threats against the Empire whilst Torchwood took up defense against the 'Otherworldly'.
The RRS achieved some of its 'elite' status during the First World War dealing with foiling countless fiendish plots attempted by the Hun and their allies in Europe and Africa. The most famous was 'Operation Vampyre' a rather fiendish and ungentlemen like plot to bring the Royal Family under the Kaiser's control. The RRS also became involved in the Allied Intervention in the Russian Civil War in 1919, though it wasn't as successful as it hoped.
The Interwar years saw the slow decline of the RRS as former agents either retired, reassigned or left for other fields, the Great Depression of the 1930s pretty much broke the back of the RRS. For six years the RRS had a pitiful existance, relying on British Intelligence for work and renting an old Workman's Union office in London's East End. However 1937 saw a bit of a comeback which saw the RRS get cuaght up in what became known as the 'Fenland Affair' (alas only in certain circles of the British government). In the run up to the Second World War, the RRS had a few more adventures before being merged with Torchwood on 23rd June 1940.
