Paul McKenzie from Torchwood 27's watch was created by Torchwood in 1907 by human scientists, utilising just their knowledge and no alien tech. The reason for this was that it was designed to detect several forms of energy, and any alien tech would cause an interference.

The watch started of with a small battery cell in it but once that had run out the ticking watch turned a tiny crank, providing everlasting power. It has a small organic stealth cell in it to make it seem like any other watch to scanners etc.
