Lucas was originally employed at a young age on a freelance basis at Torchwood 9 (Covering southern and south eastern England). He was quickly recognised for the appropriate skills and within a few months became an official member of the team. With no rift activity of any sort in the area, there wasn't as much to do as anyone would think.

After five years, due to budget cuts, Torchwood 9 was decommissioned to be covered by the rapidly expanding Torchwood 1, based in London, and Lucas was moved to head of the South East section of it. Basically the same job as before, except he lived in the city.

However, after what was known as the 'Maidstone Incident', in which an entire road was taken out, Lucas was suspended of active duty for a minimum of 4 months by taking the fall for a mistake of one of his team.

Lucas returned to Torchwood 1 in late November to find a new boss (Yvonne Hartman) and a new objective. Money was being poured into building a tower in the Docklands area, and the South East Division had been shut down for good. Having nowhere else to put him, Lucas was shunted into the office department for 5 months of office work.

After a tribunal was held over the Maidstone Incident found him no guilty for 'lack of composure', he was promoted to the Board of Governors. He didn't fit in there at all; many of the Governors were elderly and did not agree with his new ways. He quit soon afterwards, re-joining the freelance division. 2 years later, Lucas was again promoted for services to Torchwood to head of the Excursion Committee; in short, he was in charge of anything but admin and paperwork, which he was quite pleased with.

Lucas was one of the few surviving officers not to take time off after the Battle of Torchwood Tower. His character had shifted slightly as a result: he didn't smile as much or make jokes, and preferred to get on with things rather than talk about them. Some said that many blamed Yvonne Hartman for the disaster, and it was these people that were a key for the formation of a second Torchwood One (later named 'Torchwood Beta'). Lucas was one of the leaders of the movement in conjunction with a colleague Jim Watkins. After Jim quit, Lucas had it all to himself, and made adjustments accordingly. He policy changes were based on the separation of Torchwood from the Crown, and a Command structure where people just got on a did it without going through the problems of talking about it and going through different channels.
